The NOVA Initiative
The Nova Initiative replaced STARS Reporting beginning in SY23-24. The initiative moves New Mexico Forward onto the Ed-Fi System that has been adopted by many other states.

The implementation of the new system has been stressful and overwhelming for every person involved at every level.

NOVA has removed the necessity for the manual upload process of Flat Files that we used with STARS. But that has added its own new complexities as data now flows in real time from the SIS to the State via the ODS connection. Some fields that were previously used to collect data no longer house the right values, whole new requirements have been added mid year (often without the SIS Vendors being informed until we are, and issues that cold have never been anticipated have arisen.

The system has also introduced 3 Dashboards to the processes. Each with their own complex issues.

SIS Dashboard - Varies by Student Information System
The SIS Dashboard (when available to LEAs) is the initial keeper of the data, essentially the SIS side of the bridge that allows data to flow over to PED. It catches the first level of data quality issues. These errors and dependencies are things that do not meet the Ed-Fi Nova logic rules (IE. missing state ID numbers)

Data Validation Dashboard (DVD)
The DVD manages data quality issues. It is the PED side of the bridge and does the secondary checks. It identifies data points that do not meet state reporting requirements (IE. Invalid state ID numbers/Duplicate Enrollments between LEAs)

Data Adjustment Dashboard (DAD)
Finally, DAD is used to make changes/corrections to the data post snapshot date during the validation window (40/80/120/EOY). This system is the hardest and most cumbersome to manage.
